In Canada, responsibility for immigration is shared between the federal government and the provincial and territorial governments.​

The federal government has exclusive authority to issue permanent residence visas, apply health and security admissibility criteria, and grant temporary resident status.

It also establishes immigration policies in collaboration with the provinces and territories to address their labour market needs, support economic growth, and facilitate their participation in Canada’s international humanitarian commitments.

Compared with other Canadian provinces, Quebec has specific responsibilities for immigration under the Canada–Quebec Accord.

The Government of Quebec is responsible for:

• Determine the number of immigrants in each category who are intended to settle in Quebec;
  
  
• Select individuals wishing to settle permanently in Quebec by issuing them a **Quebec Selection Certificate (CSQ)**. Without this certificate, the federal government cannot grant permanent residence to a person intending to settle in Quebec;
  
  
• Determine the number of people admitted under humanitarian programs and their distribution among the various categories;
  
  
• Implement measures to promote French-language learning, the integration of immigrants into Quebec society, and their contribution to Quebec’s prosperity;
  
  
• Establish the financial requirements that a person in Quebec must meet when undertaking to sponsor a foreign national (whether a family member or not), monitor sponsorship undertakings, and issue a Quebec Selection Certificate (CSQ) to sponsored persons;
  
  
• Issue a Quebec Acceptance Certificate (CAQ) to individuals who wish to stay temporarily in Quebec to study, work, or receive medical treatment.

• Be selected by Quebec and have obtained a  Quebec Selection Certificate (CSQ);
  
  
• Meet federal health, security, and admissibility requirements and obtain a permanent resident visa.

• Be accepted by Quebec for the intended activity and have obtained a Quebec Acceptance Certificate (CAQ);
  
  
• Meet federal requirements and obtain the permits required for the intended activity and, when required, a Temporary Resident Visa (TRV) for Canada.
